INTRODUCTION We are honored to appear before your Committee on behalf of our Micronesian clients who have an interest in this important legislation. The Micronesian Legal Services Corporation was founded mine years ago by a group of Micronesians, for the purpose of providing civil legal representation for those Micronesians who do not have the means to employ an attorney. We are wholly supported by the Legal Services Corporation which, as you know, is a creature of this Congress. With offices throughout Micronesia, our attorneys have assisted thousands of Micronesians with all manner of legal problems. We are here today because of the interest of our clients in three of the provisions in this bill. We are counsel for the people of Enewetak, the people of Rongelap and the people of Utirik, who are all vitally interested in the radiological health and monitoring program which would be created by section 103. We represented many Micronesians in proceedings before the Micronesian Claims Commission and we are counsel for the Plaintiffs in the pending federal litigation which seeks to correct the injustices which resulted from the failure of the Micronesian Claims Commission to carry out its work in accordance with the clear statutory mandate of the Congress.
