The following suggestion is made for your consideration:

(1) Hempelmann and Large <- organization of Wet Test
monitoring and teaching of new men. Large to be replaced by a good surgeon
from Oak Ridge, probably Dr. Clark who was here before.
(2)
Folen to organise (for permanent set up) the Tech,
monitoring at Y Site with Whipple in charge.
Nolan also to help Hempelmann with
teaching and organization of Wet Test group.
(3)
olan and Hempelmann now to be put on B pay roll.
(two weeks before and during)
(4)
Nolan and Hempelmann to be sent out two weeks before
each test and to return with two weeks off each test,
priority for this.
And must have plane
Arrangements for after 1 July still fluid.
