Pecent staff discussions on this matter prompted by the Office of Management and Budget (0H2) memorandum of October 18, 1973, providing fiscal guidance for the Enewetak cleanup and rehabilitation, have revealed the need to clarify terminology and to reaffirna our earlier understanding regarding funding ressonsfbitities.
