In accordance with the directive of the Special Committee
of the National Security Council on Atomic Energy at its meeting
on Thursday, October 9, 1952, your designated representatives
have reviewed the PSB draft statements on the subject as set
forth in the enclosure to Reference A.
The staff representatives recommend that you approve, for
submission to the President, the decisions of the Psychological

Strategy Board on the subject, as set forth in Reference A,

subject to revision of the text of Appendix B thereof to read
as follows:

"In recent days Joint Task Force 132, operating
for the Department of Defense and the United States

Atomic Energy Commission, has completed the first of
a series of tests at Eniwetok Atoll in the Marshall
Islands.
This detonation was one in our 1952 series
which, like the 1951 series, looks toward further

development of various types of weapons releasing

the energy resulting from fission of heavy elements

or fusion of light elements.
