TED MITCHELL, MICRONESIAN LEGAL COUNSEL SUBJ: 1. MEETING WITH THE DRI-ENEWETAK COUNCIL. YOU WILL RECALL THAT DURING OUR LONCHEON TOGETHER ON 12 OCT, WE COVERED SEVERAL ISSUES WHICH WE FELT NEEDED TO BE RESOLVED EXPEDITIOUSLY AND THEN DISCUSSED WITH THE DRI-ENEWETAK COUNCIL AT THE EARLIEST POSSIBLE TIME IN ORDER TO MAKE DECISIONS SO THAT THE CLEANUP AND REHABILITATION OF ENEWETAK WILL NOT BE DELAYED. THE SPECIFIC ISSUES WERE THE POSSIBILITY OF EARLY RESETTLEMENT BY THE PEOPLE ON ENEWETAK AND THE QUESTIONS OF WHERE TO PLANT SOME 14,000 COCONUT SEEDLINGS PREVIOUSLY PLANNED FOR PLANTING IN THE NORTHEASTERN ISLANDS OF THE ATOLL. 2. REGARDING THIS SECOND ISSUE, WE ALL AGREED THAT NO ALTERNATIVE SHOULD BE OVERLOOKED, TO INCLUDE PERHAPS PLANTING ON ENJEBI NOW THAT THE LEVEL OF TRANSURANICS WILL BE REDUCED TO A LEVEL WHICH SHOULD PERMIT FUTURE RESIDENCE ON THAT ISLAND. IN THIS CONNEC- TION, I HAVE SENT A LETTER TO MRS. RUTH CLUSEN, ASST SECRETARY 1459
