In our secret letter of July 28, 1947, recommendations
were requested regarding the designation of a test location.
As a result of discussions between members of our staff
and representatives of the Armed Forces, we have considered four
proposals for sites as follows:
Site 1 - Eniwetok, firing three shots on three different islands

Site 2 - Kwajalein, firing three shots on three different islands
in the Roi-Namur area of the atoll
Site 3 - Kwajalein, firing the first and third shots on Roi-Namur
and the second on a nearby island

An attempt has been made to minimize the operational and
logistical requirements for the operation; however, it has been concluded that only Site 1 will permit full realization of the objectives
of the tests.
The concurrence of the Military Establishment is requested
in the designation of Enimetok ;as the test location.
