MICRONESIAN STATUS NEGOTIATIONS - NUCLEAR CLAIMS ISSUES
Enclosed is a copy of the proposed position paper on nuclear
claims for Ambassador Rosenblatt to use in his negotiations.
Tt is my understanding that this has gone a long way toward
meeting the Department of the Interior's earlier flat objections toward completely. ignoring nuclear claims matters.
Our input is reflected in the paper in the following ways:

That medical claims be based on the current Jegislation.

That there are provisions for additional legitimate

That claims for loss of land use due to radioactive

radiation claims.

contamination are negotiable.

There is to be right of access to the land and the

people.

There is to be some means of terminating claims based
on joint U.S.-Marshallese consultations.
I think the next phase is going to be more an argument over

the dcllars, which jis why they are asking for OMB input.

However, J will continue to follow this and keep you informed
of developments.
