Dear Commissioner Murray:
The President has asked me to reply to your
letter of Janugry fourth*and to say that he
would not wish to intervene is the decision
reached by the majority of the Atomic Energy
Comnicsion in the matter in question,
particularly since the majority included the
Chairuan of the Commission.
I would like to suggest to you that the privilege
of apneal to the President against « majority
decision be used with restraint. Unless issues
involve either some basic principle or the
“~ublic safaty, it would obviously be impossible
to cone with he situtation tf the many Commie-
sionere in the indevendent agencies of the
Government anvealed their ulnority positicns
