The reports required by paragraph a of this Article shall include, but not be limited to, periodic reports which shall be filed at least quarterly with the appropriate local office or, whereythe Subcontractor has more than one establishment in a state, with the cesifead. office of the state employ- ment service. As long as tye” Subcontractor is contractually bound to these provisions and has so advised the state employment system, there is no need to advise the state system of subsequent contracts. This Article does not apply to openings whicl eneSubcontractor proposes to fill from within his own organizatlon or to @ ft pursuant to a customary and traditional employer-union hiring arrangement.
