DRAFT 74 30 Nov 84 ADMINISTRATION RADIATION To date, DP and the PE technical people cannot agree on which DOElevel of radiation is an acceptable risk in regard to the resettlement of Eneu.‘* 10 Dec 84 RADIATION RELOCATION Prepared by PE for DOE Secretary Donald Hodel, a draft response to the DOI inquiry on the resettlement of Eneu Island states that the DOE is moving to implement the new ICRP and NCRP recommendations. According to the ICRP, exposures that continue year after year for a lifetime should not exceed an average of 100 mrem a year for the highest individual in any age group. The DOEcan give no assurance that the resettlement of Eneu Island would be within these limitations.“* 13 Dec 84 ADMINISTRATION The office of Micronesian status negotiations (OMSN) meets on the status of the COFA with representatives from the Department of Justice (DO}), DOD, DOE, DOI, and the Departmentof State. Because of pendinglitigation andlegislation, one of the main issues discussed is the feeling of the DO} and OMSNthat any agency responding to anyone on matters of COFA should clear the response through DOJ attorneys and OMSNofficials.** 14 Dec 84 RADIATION Roger Ray, deputy director for DOE Pacific Operations informs the high commissionerof the T.T. of the results of the LLNL pyrolytic coconut processing unit experiments. An additional $30,000 may be available for further research, and Ray suggests that the additional funding be made available through the Marshall Islands’ memoranddin 'éfdnderstanding with PASO.‘ 1985 ye oo zt “4 t‘ ees x ‘. - . yesh, t AGREEMENT 8 MEDICAL @ be Gs Ae RELOCATION be sae “fF OA 5 ys a wed: .f ed . i ea Sp SeaRe Sy ad e EE In mid-1985 the DOE and the DOI issue a memorandum of understanding to pool their efforts and work jointly on the scientific programs at Bikini Atoll.“°” NV determines that radiological follow-up of the exposed Rongelapese will not be continued after their relocation ‘“ 3 Jan 85 that BNL medical examinations will continue.‘* RADIATION Ray disagrees with McCraw on Eneu resettlement. McCraw contendsthat an unexplained difference in the LLNL doses estimated for Rongelap, Bikini, and Eneu islands should be resolved before the DOE gives any more advice to DOI. Raystates that because current data from Eneu are being used to assess radiological safety, the consideration of resettlement should not be delayed.‘” SO0uR32
