ir. Graham commented on the Director of the Budget Bell's suggestion,
and tne Chairnan said he would be pleased to meet with Representative
Cannon. A background paper is to be prepared for his use. (Betts)

March 31 Meeting with BOB re Draft Study on Government Contracts for
Research and Development -
Mr. Graham reported on the meeting which the Chairman, he, and staff
attended on Saturday. He commented that in the late hours of the
discussion he had suggested to Mr. Bell that the report to the President
indicate AEC had not had an opportunity to study the proposal on
“Government Institutes."
