This section discusses the background of Operation Sandstone. It includes the development of the decision to hold atomic proof tests during
1948, Presidential approval of preliminary plans and the early implementation of these plans. Formation of the Proof-Test Committee, approval by the
Joint Chiefs of Staff of the Committee’s plan and approval of the organization of Joint Task Force Seven are contained in this section.
