Burr, Jr., M.D. Deputy Director Division of Biomedical and Environmental Research, HQ VOLUNTEER MEDICAL SUPPORT AT BIKINI This confirms and expands upon my comments to you in a telephone conversation last week. Guy S. Haywood, M.D., is a retired neurosurgeon residing on Maui, Hawaii. He and I recently became acquainted following his visit as a volunteer member of one of our scientific parties at Bikini. Noting the less than adequate medical care which is available to the people now residing on Bikini, Dr. Haywood has volunteered to assist in the training of the Trust Territory Medical Aid provided we are able to arrange for him to visit Bikini. On my recent visit to Majuro I informed the District Administrator of Dr. Haywood's offer to go to Bikini as a volunteer. On the advice of his District Attorney, a letter was extended by the District Adminis- trator and I enclose a copy of that invitation which I hand delivered to Dr. Haywood a few days later. In our discussions, it became apparent that regardless of his status with the Trust Territory, if , Dr. Haywood accompanies one of our survey teams, he may well become personally involved in some medical emergency affecting a member of the team and this, of course, would present a serious question of potential liability. We have studied that rather carefully during the past few days and concluded that the way to provide Dr. Haywood with reasonable protection is to make him, by virtue of a service contract, an employee of our Pacific contractor, Holmes & Narver, Inc. We will then direct Holmes & Narver to arrange for Dr. Haywood to be covered by the malpractice insurance which they provide for their other staff physicians.
