Accordingly, I have discussed the Subject with State, Defense, U.S, Information Agency, CIA, and it is unanimously recommended that the statement, generally along the lines of the attached, be issued as soon as possible by the Atomic Energy Commission and Defense, The Secretary of State concurs.
