At any one time there are approximtely

They are assigned to three categories:

Waval-—comnissioned vesels,

Ships belonging to the Navy but operated by civilians,

Ships under Navy charter,

Included in this progrem would be all such ships plying between the
West Coest, Hawaii and the Far Eest, and the traffic between the
Southeest Asia end Japan. To implement the program we would send
gummed papers and instructions to mavel control shipping offices at
12 ports. They will be authorized by CINCPACPLT to instruct the naval

vessels to collect 2 hour sanples continuously during the test progran.
