Dear Senator Burdick:
On March 12 I wrote to you concerning the people of Kili and their
desire to return to their former home atoll, Bikini.
You will re-
call that Senator Clifford Case had hearc from two of his
Mx. and Mrs. Todd Jenkins, Peace Corps Volunteers working
urging the return of these people to Bikini. Mr. Jenkins
written to the United Nations Trusteeship Council on this
constituents
on Kili,
has also
matter.
In my letter of March 12 I said that we had been unable to clarify
the September 1966 statement attributed to High Commissioner Norwood
by Mr. Jenkins that the Kili people could very soon return to Bikini.
I have now received a copy of Mr. Norwood's letter, which is enclosed
for your information.
I believe that Mr. Norwood so qualified his
comments that the promise of an early return cannot reasonably be
inferred from his letter.
