Early in October contractwas made through Western Ocean Division of the Corps of Engineerswith Morrison Knudsen and Peter Kiewit Company for erection of all steel towers. Final plans called for erectian of three 200-foot Zero Towers and four 75-foot Photo Towers at various sites in Eniwetok Atoll, and prescribed trial erection of one 200-foot tower in Z. I. for experience purposes.
