After reading the draft report "Issues Affecting
U.S. Territory and Insular Policy", I conclude that the
report is the most informative and comprehensive of its
kind that I have read.
My comment is brief, and is to make the following
recommendation:
Congress should promptly enact a law giving
the Flag Territories the authority to
develop a Federal policy compact subject to
negotiation and approval by Congress, which
encompasses and determines the economic and
social direction, as well as the political
Status of each Territory.
The policy should

include a significant economic development
financial assistance package for each Territory,
After Congress gives its approval on
the negotiated compact, then it should be
returned and presented, unaltered, for a
final referendum vote.
I hope that my recommendation will help bring about a
solution to the complex problems and issues outlined in
your report.
