The purpose of this agreement is to provide a mutually satisfactory,
general framework within which the Atomic Energy Qmmission (ABC) and
the Department of Defense (DOD) may, on an equitable basis, delineate
prhary responstbiiitiesof each agency and budget and fund costs for

concept cf joint AEGDOD operations at tie Pacific Proving Ground
encompasses buildup, operations, and rollup. For purposes of this
agreement the Pacific %ovlr~ Ground is considered to include the
Eniuetok and Bikini Atilis.

GENERU
1. Except as modified by specific paragraphs below, the costs of the
various test projacts connected with the operation shall be borne
by the agency establishing the specific project.

Such eqtipment as is reasmably available from the stocks of either
agenoy will, upon re~~est~ be furnished to the other agency on a loan
basts at no cost except +&at of operating, safeguarding,and maintairchg the equipment. The AEC~Lli not, in general, request through
militazz channels equipment a~aiiab~e from commercia~ SOUmeS.
