In particular, I have attempted to respond to points raised last Friday by Ruth in ways I hope adequately meet her concerns without proving indigestible to others. Even supposing that the main memo flies past us all, the attachment, on how we would arrive at a figure to offer, will I think require additional effort in which we would naturally look to Bob to participate heavily. I am off discussing Kwajalein land leases until about December 18 and will be in telephone touch with you all shortly thereafter to.see where we stand. Meanwhile, however, if anybody wants to draw up written comments, those of course would be welcome. . In particu- lar, Ruth, if you decide that Interior still wishes to dissent, it would be most helpful if you could indicate the specific points on this draft at which you would want options to be presented, language for the Interior options.
