Konrad Kotrady at kwajalein. In reviewing this exchange I find that we have perhaps not made sufficiently clear the functional requirement which we are trying to satisfy. As you know, Dr. Kotrady has been selected to succeed Dr. Knudsen who was resident at Kwajalein until last October. This full time assignment is vital to the success of our medical surveillance program in the Marshall Islands and I am sure that you are aware that the continuation of that program 1s a serfous moral obligation of the United States. Our resident physicfan at Kwajalein 1s required to maintain medical and other records pertaining to our field surveys and to confer with the other ERDA-sponsored doctors and scientists who from time to time visit Kwajalein en route to the other islands and atolls. In addition, our resident physician fs expected to see Marshallese patients at Kwajalein. All of this suggests the need for professional office space for Dr. Kotrady. Conventence, comfort, and econony of the physician's time suggest a house trafler as the ideal facility for satisfying Dr. Kotrady's office requirements while at the dae eo ee same time providing him comfortable living accommodations. I recognize that it is important to you to maintain the integrity of your housing assignment policy and would not ask for a devia- tion solely for housing purposes. I hope, however, that you will recognize the urgency of our professional requirements and rather than assign family housing to Or. Kotrady, recognize his situation as unique, assign him a trailer office and permit: him to use a portion of that space as living quarters.
