DECONTAMINATION
1.
Im addition to making the Atoll safe for re-inhabitation, an
objective of cleanup is to prevent contaminated debris from becoming
available on the world market.
Since decontamination of contaminated
debris (See II.B) is not a viable alternative, all such debris which is
collected will be encrypted along with contaminated soil in the burial
crater.
Cleanup equipment, on the other hand, may possess a residual
value which merits decontamination.
Thus, all equipment deemed worthy
will be decontaminated to permissible levels (See Enclosure 3) before
they are returned to use in contamination free sites (on or off the
Atoll).
If the permissable levels cannot be achieved following thorough
decontamination efforts, the equipment will either be transferred safely
to users having appropriate licenses or disposed of in the same manner

as contaminated debris.
All unworthy contaminated equipment will likewise
be encrypted.

will be thoroughly monitored and decontaminated as necessary prior to
