RECOMMENDATIONS General Statement At the outset the Committee wishes to state emphatically one point concerning its approach to this report which has influenced the recommendations it will subsequently make, The United States of America, either through the Department of Defense and its instrumentalities, the Atomic Energy Commission and the Department of the Interior and its instrumentality, the Trust Territory of the Pacific Islands, is directly responsible and accountable for the actual injury and suffering, disease and possible death experienced by the Marshallese exposed to the fallout from the March 1, 1954 "Bravo" shot. Furthermore, whether or not any fiduciary relationship had existed at the time, the United States of America is also directly responsible and accountable for bearing any and all burdens connected with the welfare of these people since that time and until jack of the need for such can be clearly established. several times during the existence of this Committee, it. has, through written communications or verbal exchanges, been apprised of the opinions of certain people, who shall go unnamed, connected with the annual surveys that the Marshallese examined should be gratefull for the examinations Since similar services rendered in the United States would cost in the neighhorhood of $200 per examination or more. A corollary argument posed by one concerned, but possibly misinformed individual, was that the Congress of Micronesia should bear the expense of these annual surveys estimated to cost from $100,000 to $125,000 per trip.
