2 April 1958 MEMORANDUM FOR THE FILES OF LEWIS L, STRAUSS 411548 Following the decision at the Commission meeting yesterday, April lst, that in view of all the considera~ tions involved, we could not agree to have the two high-altitude experiments conducted at Eniwetok with due regard to our trustee relationship to the native populations on the nearby atolls and in view of the messages from Commander, Joint Task Force Seven, we decided that Johnson Island was the proper place for the experiment irrespective of the fact that it would entail some delay to set up there, and some additional expense, This morning I spoke with General Loper, Chairman of the Military Liaison Committee, to give him this information and it was understood that he would undertake to clear with the necessary authorities in the DoD since Johnson Island is under jurisdiction of the Air Force and that, having taken these steps promptly, he would communicate with me so that I could inform the President.
