On 34 September Mr, Donovan, oetion of Congressional Liaison, ARC,
delivered to Mr. Haney in advance of releasa e public sunouncessnt
relative to the HARDTACK series.
Our announcement indicated that we
tukended to eek U.H, observers, a9 wll as international press, to
witness one detonation of a device of low radionctive fellout. we
indtoated that we were examining the problem of observation to deter~
mine whet instrumentation aight be allowed to the U.N. odservers without
revealing important mclear dasign information.
After detailed study with the DOD, the Commander, JTV, and cur
laboratory directors, we have concluded thet:
