Stone, Jr., GnlC, USA, mde a rough outline of a program of moasure~ ments which would be desirable in any future tests. These were discussed by Captain “inant and Dr. Scoville with Captain Janes S, Russell, USN, of the AEC, and later with. Admiral Parsons and Captain Thomas Hill, USN, Captain Winant, with the approval of Admiral Parsons, suggested that Dr. Scoville be made available to work on planning for the forthcoming tests, Arrangements were mde to submit a smooth copy of this program and discuss it with Dr. Norris E, Bradbury of Los Alamos on the follasing day, Qn 9 September 1947 the program wis submitted to Dr. Bradbury and discussed at a meeting at which Dr, Bradbury, Captain Russell, Captain Hill, Dr, Scoville, and Major Stone were present.
