Dear Andy:
This is the customary letter upon
which the President,
by endorsement,
in-
dicates his approval of the expenditure of
fissionable material for tests.
The letter
refers to the HARDTACK series to start in
April, but the Presidential approval will.
authorize expenditure
material |

for two safety tests
to be held at the Nevada Test Site late in
this calendar year.
These shots will result
in no fall-out as they will be contained
within the ground.
I will ask the President

for approval of the expenditure of fissionable
material for the HARDTACK series at a later
date.
