The General Manager requested that his letter to General Loper,
attached, be circulated for the information of the Commissioners.
This letter was in answer to General Loper's letter to Mr. Strauss
dated 12 July, which I understand has already been circulated as
an information paper.

I suggest that your cover page show that
the General Mmager's letter was dispatched subsequent to the con~
currences of the Commissioners in the action as outlined. (Verbal
concurrences of Dr. Libby and Mr, Murray were given to General
Starbird, and those of Mr. Strauss and Mr. Vance to Colonel O'Bryan,
all on 1 July.)
