(a) The Secretary of the Treasury shall administer and enforce the provisions of sections 601 and 603 of the Covenant To Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States of America (Public Law 94-241; 90 Stat. 263, 269), without cost to the government of the Northern Mariana Islands. The administration and enforcement of section 603 shall begin on January 1, 1980, and the administration and enforcementof section 601 shall begin on January 1, 1982.
