INTRODUCTION

_ GENERAL
The Facilities and Support Requirements (F&SR) Plan, NVO-Q, is
prepared and maintained by the Logistics Planning Group (LPQG) of
Holmes & Narver, Inc. in accordance with guidance furnished in:
(1) The U. S. Atomic Energy Commission, Nevada Operations
Office, Planning Directive for Off-Continent Activities (OC -10-6-68)
FY 1969, dated June 28,

Annex I to Commander Joint Task

Force EIGHT, Operations Plan 100 (current edition); and (3) The
various Defense Atomic Support Agency Program Documents.
PURPOSE
This document provides a consolidated plan for engineering, procurement, construction, logistical support and funding requirements
necessary to establish and maintain those facilities which will permit timely reaction to a decision to resume nuclear testing in the
Pacific Operational Area. Itis designed to serve as a basic information document for the U. S. Atomic Energy Commission (AEC), the

Defense Atomic Support Agency (DASA) and Joint Task Force EIGHT
(JTF -8).

CONTENTS
This Ninth Edition of the Facilities and Support Requirements Plan,
commonly referred to as ''The Gray Book", is published in three

volumes and is based on currently known requirements submitted by
all agencies.
Volume I contains descriptions of field construction related projects
or major modifications which have been completed, are under way,
or are proposed for accomplishment at Johnston Atoll.
Volume II contains information concerning field construction related
projects or major modifications which have been completed, are
under way, or are proposed for accomplishment at Kirtland AFB,
Albuquerque, New Mexico; within the Hawaiian Islands; and at other
