Copies of documents returning the permanent use and occupancy rights

at Enewetak Atoll to the Trust Territory of the Pacific Islands (TTPI)

and providing for the necessary use and occupancy rights to the United
States are attached. Enclosure 1 is a copy of an Agreement Terminating
Rights, Title, and Interest of the United States to Enewetak Atoll.
Enclosure 2 is a copy of an Agreement Granting Use and Occupancy Rights
at Enewetak Atoll] to the United States of America for the cleanup, rehabilitation, and radiological monitoring of Enewetak Atoll.
The agreements were signed by the Acting High Commissioner of the
TTP! at Enewetak on 16 September 1976. On the same date, the Acting High
Commissioner signed a document returning the permanent use and occupancy
rights at Enewetak Atoll to the people of Enewetak, and the representa-

tives of the people of Enewetak and the Acting High Commissioner executed
an agreement granting’to the TTPI use and occupancy rights for the cleanup,
rehabilitation, and radiological monitoring of the atoll.
Enclosure 2 provides for use and occupancy rights as determined necessary
by the Energy Research and Development Administration to perform its responsibility for the longterm radiological surveillance of Enewetak Atoll.
Copies of the enclosures are also being furnished to the U. S. Coast

Guard, the Office of the Secretary of the Defense, and the Departments

of the Navy and Air Force.
