I would like to suggest to vou tnat the rrivilege of appeal to the President against a majority decision be used with restraint. Unless issues involve either some dasic principle or the ~udlic safety, it would obviously be impossible to cope withthe situtation if the many Comnisslioners in the independent agencies of the Government apnvealed their minority positicns Girectly to the President.
