Dear Mr, Strauss:
In view of the present uncertainty concerning weapon tests
after completion of HARDTACK, the Department of Defense is
concerned with the impact that a lapse or discontinuation of
testing might have on the various weapons under development.
On reviewing the various programs, it is apparent that the
AtomickEnergy Commission weapon laboratories have made an
extensive and highly commendable effort to meet the very wide
varlety of DOD requirements, however, it appears now that
certain additional tests should be included in the HARDTACK
series, These Additional tests fall within three categories:
ae Sufficient tests to provide proven, suitable |
and safe primaries;
;
b, Tests of devices which meet the size requirements
of the majority of tie desired applications;
ec, Tests to provide proof of operation andeffects
data for tne fractional kiloton weapons..
The conclusion that these types of tests are necessary is
based on information presently available to the Department of
Defense, Therefore, the DOD recommends that Operation HARDTACK
be expanded to include the following tests. unless there are
substantial reasons to the contrary:
