MEMORANDUM FOR THE COMMISSIONERS
Although the Chairman has not seen the attached
preliminary draft of a statement prepared by the staff for
his testimony before the Joint Committee on April 15, I am
circulating it to the Commissioners for information and
comment,
The Cheirman will distribute copies to the members of
the OCB at a noon luncheon meeting today and invite their
comments on any aspect of the statement which may have a
bearing on international relations.
