AEC 952/28 - Operation HARDTACK Test Program, and AEC 952/29 Addendum to AEC 952/28
General Starbird reviewed with the Commissioners the weapons
test schedule for Calendar Year 1958 and recommendedthat one of
the test shots originally scheduled as only a contingency shot now
be included as one of the regular test shots. He also said he had not
approved a UCRL recommendation that a 20-40 kiloton device be
fired underground late in 1958 to investigate the technique of testing
higher yield devices underground. The Commissioners requested
that the GAC's opinion be obtained on this particular test before it is
definitely postponed for 1958.

Mr. Strauss reiterated his concern about the large number of
weapons scheduled for testing during Operation HARDTACK and
recalled that the President had asked that the Commission eliminate
some of the twenty-five shots originally scheduled for Operation
HARDTACK, If the contingency shot is added, he said, the total
number scheduled will be up to twenty-five again, This, he remarked,
aeemed to be a reflection of the DOD's requirement for an increasing
number of different nuclear weapons types. L/ The Commissioners
discussed the shots scheduled for 1958 and Mr. Libby requested that
the letter to the President concerning Operation HARDTACK state
the amountof off-site fallout which will result from the series,
