to UCRL and ANL had been cancelled by the scientists but that
they would visit BNL.
Mr. Libby inquired about the substance to the Soviet
claim in Marshall
Bulganin’s
letter dated September
11, 1956,
to the President
that the USSR had taken more steps to
provide for visits of U.S. citizens to the USSR than the U.S.
had taken to provide for USSR citizens to visit the U.S.
