Mr. Libby suggested that the letter to the JCAE be
revised to state that a considerable
fraction of +Ae information
on the project would be declassified
rather than that a majority
of the information
would be declassified.
Mir. Strauss referred
to Mr. Libby’s previous
stitement
regarding
declassification
of the gaseous diffusion principle
and inquired whether this declassification
had improved the
Mr. Libby indicated that he believed it had done
so. Mr. Strauss indicated that he believed that since the
Russians had probably
developed their gaseous diffusion process
on the basis of this information
he was not certain that it had
been desirable.

process.
In response to a comment by Mr. Marshall,
Mr. Strauss
said that he understood that the Commissioners
wished to cmisider this matter further if the U.K. suggested more extensive
declassification
than provided for in A EC 532/34. He also
said that since the U.K. had not indicated that it wished to
undertake a classified
exchange of information
on P reject

that he would first discuss this subject with Sir
Edwin Plowden.
