Sands one Dear Mr, Secretary: Reference is made to Mr, Lilienthal's letter of October 3, 1947, requesting a transfer of funds from the Atomic nergy Commission to the Navy Department, in which he indicated that further transfers would be required during the current fiscal year. Additional funds are now required by the Navy Department. it is requested therefore that, under the authority contained in the Independent Offices Appropriation Act, fiscal year 1948, wumder the heading "Atomic Energy Commission," a transfer of $15,000,000 be effected as follows: Charge Gredit Salaries and Expenses, Atomic EnergyCommission, 1948 (allotment to Navy) $15 ,000 ,000 Of the above amount, it is estimated that $475,000 will be required for expenses of travel and therefore chargeable to limitation .002 cited in the General Accounting Office Accounts and Procedures Letter No, 11858, dated August 8, 1947. The balance of the amount to be transferred is required for gemeral expenses and is chargeable to limitation .001.
