ADDITIONAL EXPENSE BEYOND MAINTENANCE OF THE GROUP WOULD BE SMALL, PERHAPS A FEW THOUSAND DOLLARS FOR EQUIPMENT AND THE COST OF CONSTRUCTION OF A FEW WELLS BY HOLMES AND NARVER. MEASUREMENT OF BOTH TOTAL YIELD AND FISSION YIELD COULD BE PERFORMED BY AN INTERNATIONAL GROUP OR BY US SCIENTISTS UNDER THEIR OBSERVATION.
