Dear Mr, Leonard:
This is in response to your letter of June 23 to the Acting
Budget Officer regarding the continuation of the cleanup work
now underway at Bikini. Your letter requested a reimbursable
order in the amount of $700,000 to cover estimated cleanup
expenses applicable to fiscal year 1970.
You stated that
receipt of such an order by the Project Manager will‘permit
the use of the applicable Department of Defense Appropriation
to serve es the Account of Original Charge under the provisions
of the Joint Congressional Continuing Resolution.
There is pending before the Conyress in the Department of the
Interior fiscal year 1970 appropriation request, a total of
$700,000 for Bikini cleanup work.
It had becn the Department's
intention to transfer this sum, er such parts as may be required,
to the Defense Atomic Support Avcncy to complete the cleanup work
which your agency began last February using funds contributed by
the Defense Departuent and the Atomic Energy Commission. Unfortunately the 1970 Interior Appropriation Act is not likely to be
enacted before the beginning of the fiscal year. Accordingly,
we should appreciate the continuction of the cleanup work by
your agency ulider any applicable Joint Congressional Continuing
Resolution which may be enacted. This letter will represent a
commitment to reimburse DASA for cleanup work, subject to the
availability of funds appropriated in 1970 for this purpose, up
to a maximum of $700,000.
