The Operation and the expenditure of the materials were approved by the President on September 10, 1954 From the standpoint both of the dollar costs of these fissionable materials and of their equivalent value for weapons fabrication, the increase of oralloy is practically equally balanced by the decrease in plutonium. Accordingly it is the Commission's opinion that the amounts now considered necessary are within the Presidential authorization. We are proceeding on this basis.
