It is recognizedthat, due to the hi@ securityclassification givenSANDSTONEat its inception,and the necessityfor rapid action to get the projectunderway, a certain amunt of confusionwas tievitable.However,in futuretasks of this . . nature,it is s’trongl.y recommendedthat every effortbe made to . assemblea full J-3 SectIon, or Planningand RequirenwntsCommittee ~ with zwpresentatives from all three services,at the earliestpracticablenmnent. This would resultin all membersof the Sectionbeing thoroughlybriefedin the reasonsback of the all importantearly decisionson policywhich affectthe remainderof the operation. However,the greatesthandicapto operationswas, and wXll probably assigmd remain in futuretests,the high securityclassification to the operation.
