CHAPTER V PLANS AND TRAINING PRIOR TO TEST DAYS AT HEANQUARTERS For the purpose of this report, the activities in the Office of the Commander, Air Forces, are divided into four phases which overlap each other to some extent. The first phase may be known as the Familiarization Period, or that period of time and study during which each officer acquired the background of knowledge necessary to him in the discharge of his responsi-~ bilities as a staff officer. The second phase can be called the Operational Planning Stage, or that period of time dedicated to operational area, the adjustment of conflicting staff interests, and finally the issuance of the orders for the operations on test days. The third phase can be called the Operational Phase, or the actual direction of the participating aircraft. The last phase is the "Roll Up” of the Operation.
