TEST REQUIREMENTS UNDER THE SUPERVISION OF THE ATOMIC ENBRGY COMMISSION On 2 April 1947, the General Advisory Committee to the Atomic Energy Commission recommended that new atom weapons be developed to the point where tests could be conducted in early 1948. On 19 July 1947, President Truman approved the construction of a proving ground in the Pacific Ocean for routine experiments and tests of atomic weapons. The Atomic Energy Commission suggested a number of tests which they felt should be conducted, and the Arny, Navy, and Air Forces were asked to submit their requirements for test purposes. Each of these services subnitted a list of tests and, after screening this list, the Proof-Test Committee and the Test Director . recommended eleven (11) service tests in addition to the tests to be con- ducted by the Atomic Energy Commission. Those tests conducted by the Atomic Energy Commission were of such a nature as to be classified as "Restricted Data" as defined by the Atomic Energy hot of 1946 and are not inoluded in this history. All experimental observations in Operation SANDSTONE were carried out under the direction and supervision of the Atomic Energy Commission Test Director, Task Group 7.1. 2. GENERAL KEPNER SUBMITS AIR FORCE TEST REQUIREMENTS In a memorandum to General Wp as Chairman of the Proof-Test Committee, General a> stated the Air Force requirements for atomio bomb proof-tests.
