I would like to suggest to vou that the rrivilege of apneal to the President against » majority decision be used with restraint. Unless issues involve either some basic principle or the ~ublic safety, it would obviously be impossible to cope with the situtation tf the many Commis- sioners in the independent agencies of the Government apvenled their minority positicns directly to the President.
