Brief Summary--Five Power
Working Paper on Disarmament
A.
Ultimate Goal:
The ultimate goal is a secure, free, and peaceful world in
which there shall be general disarmament under effective international
control and agreed procedures for the settlement of disputes in accordance with the principles of the United Nations Charter.
B.
In stages I and II, the Working Paper includes, among other
things, joint studies and agreements on:
1.
Initial estabLlisiment of an International Disarmament
Organization which can be progressively developed as more disarmament measures are agreed.
2.
Forestalling the placing of weapons of mass destruction
in vehicles orbiting or stationed in outer space.
3.
Prior warning of launchings of missiles and declarations

Halt in the production of nuclear weapons.
5.
Transfers from existing nuclear weapons stocks to peaceful
of the locations of manufacture and launching sites with provision
for on-site inspections of launching sites.
