Commission decision to prepare the letter of request for the President,
Meeting #1414, 15 October 58:
As has been growing, the discussion
of the importance of project Plowshare
is brought up again here by Chairman McCone who has suggested to the
OCB that they might establish a subcommittee on project Plowshare to
stimulate wider interest and participation in the program,
General Starbird reported on some current problems with operation
Hardtack in Nevada and the desire to present to the President another
letter requesting the authority to make certain modifications in the remaining
tests scheduled,
McCone said that, prior to his departure for Rome at the
end of the week, he might confer with the President about such modifications.
Meeting #1415, 21 October 58:
In the continuing discussions of preparations for the Geneva test ban talks
and who would represent the US with what position, Libby reported that
McCone had met with the Deputy Secretary of Defense (Quarles) and was
successful in reversing a decision to send only the Presidential
advisor James Wadsworth to the Geneva Conference.
Disarmament
The Deputy Secretary
of State Herter agreed that the AEC might send a representative and the
Commissioners discussed who this might be.
They decided to inquire whether
Captain Morse would be willing to accept the assignment and , if he were
unable to attend,
Libby stated that Mr. George Kavanagh, assistante to
Mr. Vance, should represent the AEC,
