After discussing in whose hands the authority to declassify should lie, it was said that such a declassification “should be conditional upon a determination by the Chairman of the U.S. Delegation, Dr. James B. Fisk, that final release of such information was necessary to successfully carry out the mission of the delegation. "During discussion of the question, Mr. Marshall pointed out that information proposed for declassification relates to tests detection systems and has been requested by Chairman Fisk as possibly needed during the conference period. In addition, Chairman Fisk had stated that the U.S. delegation should also be able to discuss the physical aspects of the Argus if the Soviet Union appeared familiar with this subject." A lengthy discussion on this subject followed with some of the following brought up: The DOD's concerns about any release of information; the suggestion that in general the U.S. delegation discuss matters only to the extent that the Soviets had at first brought them up; that the Commission have a physical representative with declassification authority at Geneva or delegate the responsibility in the U.S. to a Commission person below the Commission. Further, the discussion ended up agreeing to consider the question following the next day's AEC-MLC Conference. Meeting #1386, 26 June 1958: Chairman Strauss announced that this was to be his last meeting as Chairman and said that the Senate would hold a public confirmation meeting on the 2nd of July for John A. McCone, nominated by the President to be a member of the Commission. 80
