There are a number of pieces of correspondence in late May documenting the
funding and authorizations from DMA to meet the deadline date and one
particular item that was brought up was a proposed yield measurement by a
Peek Alpha system which was suggested by LASL in lieu of the radio chemistry
or other measurements that had been suggested.
Along these lines Starboard
proposed a meeting including the Lab technical personnel as well as people
from ARPA, the President's Scientific Advisory Committee (Keeny), the State
Department and Baker, etc.
One of the main subjects of this meeting would
be to discuss the ground rules for the seismic program and technical discussion
of the advantages and disadvantages of the various yield determination
systems and what information they might give to the Soviets as well as the
likelyhood of the Soviets accepting the various systems.
