intends to put these ships into mothball condition during
August or early September.
Therefore it is nocessary for AEC
to indicate at the present time whether if wishes to use

to use the ships were made after they were placed in mothball
condition, it would cost between one and two million dcliars to
recondition them for duty and operate them during the test.
My, Libby said he believed it is =xtremely Impertant that
AEC conduct an exacting and thorough study of the fallout from
peration HARDTACK and, that in his opinion, this would be
impossible without the use of a number of YAGS to record fallout
data and to serve as surface calibration points. for aire
